Advice on ID fraud

Hi,
Just signed up to see if anyone has any advice on a situation I've found myself in.
So, I've found out that a fraudster has access to my name, address and date of birth and has a bank card with my name on it, but not registered at my address. None of my cards are missing or stolen and I've not had any unknown transactions on any accounts.
I got wind of this by seeing a number of searches by mobile phone companies on my credit file. Someone had obviously been going round the shops trying to use that bank card and my address as a way of walking out with high-value phones. All but one company (I won't name them... yet) blocked the access but this useless organisation allowed whoever it was to walk out with 2 pay-monthly phones because the only ID they checked was that the bank card was valid (ie allowed a chip and pin transaction). Had they bothered to check, they'd have seen that the address for the card and the address given (mine) didn't match.
I'm doing the usual CIFAS and ActionFraud steps to chase this down, but do I have any claim against the sheer incompetence of this company for letting a fraudster get away with this, and then landing me with a mess to sort out? Thanks.

How did someone get a bank card with your name on it?
Is it a card of yours from a previous address? or something they have fraudulently applied for? or do they have the same name as you?
The mobile phone company may not have been able to check the address that the debit card was registered to. Have they confirmed to you that the fraudster did not produce any other ID (possibly fake)?A smile enriches those who receive without making poorer those who giveor "It costs nowt to be nice"0
