HELP - Parking issue

Hi,

We have had two threatening letters from Marston High Court Enforcement Officers and I dont know where to go from here. They are requesting a debt of £82 and a compliance stage fee of £75 for a PCN issued in Cardiff last March, with a warrant they say issued by Northampton Couty Court.

The alleged offense was that of overstaying in a 3 hour bay in a council car park in March 2014. These letters (over the last two weeks) is the first and only correspondence we have received regarding it. I had bought an all-day ticket. I had left the space and returned home in the middle of the day so I know that I had not overstayed. I remember this vividly (despite it being over a year ago) as I had run out of petrol at home and had to walk to a nearby petrol station. I did, however, make the mistake of not challenging in time.

I have gone on cardiff council's online system and it says :

"1. A Notice to Owner has been sent to the registered owner/keeper of the vehicle. The owner/keeper must complete and sign the Notice to Owner.

2. A Charge Certificate has been issued and therefore the registered owner/keeper no longer has the right to make representations to the Council. The options available to the registered owner/keeper are set out in the Charge Certificate"

Neither of these have been received by us. We did move house last year and it may be that they were lost when redirection expired.

The Notice of Enforcement says a warrant has been issued by Northampton County Court. Again, we have not received anything from them.

My wife (who the letters are addressed to and was not the driver) is panicked and just wants to pay.

I'm not sure whether to take this up with our council (cardiff) who owns the carpark, northamptonshire county court (why are they dealing with cardiff's fines and why havent they contacted us?) or Marstons themselves.

Any help gratefully received.

    I probably should have waited until someone sent my advice, but I have emailed the following to Marston:

    Dear Marston,

    I write regarding the enforcement notice sent on 20th April 2015 and the follow up letter dated 1st May 2015.

    The debt to which you are seeking enforcement relates to an alleged parking offence which occurred in March 2014. This is currently being challenged.

    There is certain factual information which needs correcting.

    The alleged debt does not relate to the owner of the vehicle, xxxxxxxx xxxxxxxxx who was not driving the vehicle on the day in question.

    I would be grateful if you would address all correspondence to me. Please note I will only make or accept correspondence in writing and not by telephone or in person.
