PCS or Wing - who to appeal?

I received PCN (windscreen) on 29 Jan 2015 from Wing Parking (parking in my own resident bay without displaying a valid permit, which I wasn't at the time). I did not contact them and had no communication from Wing until 23/3/2015 with a Notice to Owner from PCS (Parking Collection Services). I have 28 days to reply to them. I have drafted a letter based on the template with the usual points ( pre-estimate of loss, not commercially justified.
signs were not seen, no evidence of proprietary interest in the land.
any contract with myself, or the driver, is denied.
'Notice' fails to comply with the POFA 2012.) especially given that their are out of time to pursue the keeper. I have done quite a bit of reading, however, I am still confused whether to send the appeal to Wing or PCS or indeed both, just to cover all the angles....

    you will find that your appeal has to go thru PCS website , however there is a major flaw


    the following email has been sent to the BPA , on 7 Monday mornings , only receiving an automated reply that they will look into it, it has also been CCed to PCS , and they send an automated reply saying they will reply within 28 days .


    the email:


    "perhaps you could look into PCS website , they ask you to fill in an online appeal , here http://www.parkingcsl.co.uk/appeals/form.php , however when you go to read there privacy statement , and then tick to say you accept it

    a: it takes you to another company's website
    b: the link is dead http://www.debtrecoveryplus.co.uk/privacypolicy/index.html

    so to complete the appeal , you must accept unknown conditions implied by another company.

    I have emailed them 3 times asking for the link to be fixed , of a copy by PDF , but just received the automated "we will contact you within 28 days" reply.

    please also note , that there contact email is not viewable on there website , and must be extracted from a previous email.

    I will use the online from AND the email AND send it by post with proof of posting AND forward copies printed and emailed to Wings.

    That should cover it.

    and the appeal will be heard by PCS , not wing , the reply you get will come from a PCS email address , and will have the words "we" signed by Selena Frost , Collections Manager Parking Collection Services P.O. Box411 Dukinfield


    and will contain a POPLa code


    they know at this point you are not going to pay , and as such they will not get there 10-20% commision, so they just quit and leave it to wing


    according to Steve Clark at the BPA , it is perfectly acceptable for a PPC operator to use another company to do there appeals
