Declined appeal - out of 28 day time frame - No POPLA code...

Hi,
I have a lease car and received a parking ticket at a local hospital.
The letter was sent to my lease company and then on to me which took a while.
I used the standard challenge email here on MSE and didn't hear back from them until today. They had sent their response letter to my old address even though I added my new address in my challenge.
They have not accepted my challenge as I replied outside of the 28 day time frame. (date issued 05/01/2015 and I sent the email challenge on 09/03/2015) - They have not given me a POPLA code.

As I said, the first letter was sent to my dealership who then filled out the transfer of liability on the back and sent it to me. Surely this should reset the 28 day period?
What are my options to get this resolved (without the £100 fine preferably!)
