What is difference between transferring NCD and mirroring it onto new policy

I have older style car insurance policy in my name and currently it has both my car (Car A)and OHs car (Car
on it.
For various reasons (see including earlier posting) we are thinking of taking OH's car off my policy and putting it on a separate policy in his name.
Insurer says my car (Car A) has 9 years NCD and OHs car (car
(before he bought it 6 years ago that we shared a car) has 6 years NCD.
So we have been offered two options 1: transferring the 6 years NCD for OH's car (car
onto a new policy or 2: mirroring the 9 years NCD of my car (car A) onto the new policy.
What is the difference between these options? I did ask but could not follow the explanation.

Option 1 is the norm, you have 6 years NCD on this vehicle and thus you buy a new policy with 6 years NCD
Option 2 is rarely done and it is only your new insurers that can really offer this option unless your current insurers are offering to send you false proof of having 9 years on this.
With 2 you basically ignore/ lose the 6 years NCD you actually have and create a copy of the 9 years so you end up with 2 NCDs of 9 years each rather than 1 of 9 and 1 of 6.
Reality is that the difference between 6 and 9 years NCD is normally very small, in fact for a lot of insurers there is no difference for anything above 5.0
