Help with Parking eye

Hello all, I'm new to posting although a regular visitor or MSE. I could use some advice about a parking eye charge I received. My hubby and I were visiting a "free for customers, 2 hr limit" Aberstwyth retail park. We wandered into a couple of the shops in the retail park, didn't buy anything, wandered around the town and stupidly stayed parked 2 hrs 17 minutes. We were visiting from England and had no idea that overstaying by 17 minutes could bring down such harsh consequences. Now we received the charge "reminder" notice a couple days ago and despite being labelled a reminder, it's the first notice we've received. It's the typical 50 gbp upped to 85 now as I didn't pay it in time as I only received the notice the day after the deadline. Honestly I probably would have paid the 50 if we had received the notice in time, but now after reading some of these boards wonder if we should have to pay at all?! Do we have a good case? We moved recently and changed our address through the DVLA and I believe this is the reason we didn't receive the notice in time/missed the first notice if there was one. In fact, the issue of the new license is 1 day after the "date issued" for parking eye. I've read there is a 14 day rule for charges issued through the post, does it apply here? Event date was 08/04, Issue date was 04/14, date (of letter?) was 23/04, actually received letter on 29/04. The letter we received was redirected through the post twice (we have moved twice in the past year) thus took a while. Any help is much appreciated.

    Forget the 14 day point. Not the PPC's fault your DVLA details not up to date.

    As fof the rest, read the Newbies sticky thread and follow advice.

    Issue date was 04/14? - take it you mean 14/04.
    This is most likely the date they originally issued the first notice (which you didn't receive).

    In the 1st notice they will have given 28 days to appeal from the date of issue so bear that in mind and submit your appeal before the deadline.

    It's not impossible to get them to accept a late appeal but it will make things harder.

    In addition to the advice given by Guys Dad you could also try using the Search the Forum function to find posts by others - use Aberystwyth or the retail park name, which I suspect is Rheidol, as the search term - select search posts (not threads) and only look at recent submissions
