Just need a bit of advice and/or comments on my informal appeal letter before I submit it.
In short the PCN was issued by LB Sutton, code 27: "parked in special enforcement area adjacent to a dropped footway". Without further ado...

Dear Sir or Madam,
Parking ticket number: xxx
Vehicle registration number: xxx
I received a parking ticket on 30/04/15 but I believe the ticket was wrongly issued and I would like to submit an appeal for the following reasons:
• The alleged contravention did not occur
Quite simply, the parking attendant got it wrong and I do not believe that I was parked inappropriately at the time the ticket was issued. The alleged reason for awarding the ticket is “code 27: parked in special enforcement area adjacent to a dropped footway” – I note your Officer describes the section of kerb that my car was parked against as a “dropped footway”, access to the Green and the rest of Wrythe Green Road could just as easily be made from any other point by crossing the road. Even by your photo evidence and the evidence I have submitted myself, the dropped footway is less than 1 metre long and certainly not long enough to support a wheelchair user, therefore I do not believe I have impeded access to anyone by parking here.
• There was insufficient signage
I was unable to determine what the relevant parking restrictions were because there was no clear signage to explain what they were. Additionally,
(1) The parking ticket was issued shortly after 09:00 and there is no signage in the immediate area to notify motorists that parking is restricted during such times.
(2) As there is no available signage, this particular section of Wrythe Green Road must surely fall outside the scope and territory of your Civil Enforcement Officer and therefore the dropped footway cannot be part of the “special enforcement area”
(3) Please see attached photo evidence as proof of my appeal.

            Although you haven't said so specifically, this looks very much like a council issued PCN.
 As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Here's your link:

 Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need photos/scans of all correspondence you've received from the council (both sides, if appropriate).
 PePiPoo has an excellent success record in dealing with council tickets.
 HTHPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
