Possible to transfer Paypal credit to a prepaid card?

Correct me if I'm wrong, but I think it's not possible to move money directly from Paypal to a credit card:

I don't want to transfer money from Paypal to my ordinary bank account. I still need to decide which prepaid card is the best for me, but is it possible at all to load a prepaid from Paypal?
I assume that if it possible to load a prepaid card via bank transfer, it should also be possible to load it by Paypal, or have I missed the point.
I have requested a Paypal Access Card, but I am not eligible.

Typically, it's the same bank account for all cards and the card number (or customer number) must be used as a reference. Ffrees operate a pseudo bank account which comes with a debit card and you can withdraw into the account from PayPal.
There's no credit check to get an account, and they don't report to the CRA's.
There's a range of differently priced accounts including a free one if you satisfy the criteria.0 -
