PCN for dropping off at Lpool airport

Wife was going to Belfast via Lpool airport. Mother in law came with her to airport, which apparently is private land according tho their pcn. Did not go into drop off area as m in law can't reach ticket machine, without getting out of car and she is severely disabled therefore causes great discomfort. She does have a blue badge. They therefore stopped just outside literally for no more than the time it took her to get out of passenger side and go to drivers, slowly in her case but 2 mins max. Private PCN issued. I think it's unreasonable and not paying it. Comments?

Read the sticky thread "**NEWBIES!!........" for info on how to appeal
Appeal should come from the registered keeper - very important to not name the driver as the airport land is not relevant land under POFA 2012 Schedule 4 and therefore VCS cannot pursue the keeper and can only pursue the driver - but they do not know who that is and you are under no obligation to tell them no matter what they may say.
VCS and JLA are very common posts - so try using the Search the Forum function (select posts not threads) using those terms to see how others have dealt with them - especially for charges issued for stopping/dropping off which is not parking!
Only look at recent advice though because VCS has recently moved to the IPC and is no longer a BPA member - which is unfortunate as they regularly lost POPLA appeals due to the not relevant land challenge.
Sadly the same cannot be said since their move to the IPC (a second trade body) whose 2nd stage appeal is via the IAS which many are of the opinion is a "kangaroo" court.0 -
Can second the above but also add the Equally Act,passenger disabled and not a parking offence.A read through of similar threads can be very enlightening,then come back with any specific questionsI Am Charlie0
