Smart parking scotland

Hi newbie here.
I went to my local shops and used local parking area, managed by local authority (or it was). I went to pay the 20p for 30 minutes but noticed the pay machine was gone. I glanced around and didn't see another and assumed that it was now free parking. I recently received a parking charge from smart parking of £60 and another the following day as I went to shops twice that week. No visible signs were put up to say new location of meter is ???wherever. Where do I stand on this. HELP

As above. We are still free to ignore these scammers in Scotland. (Not So) Smart could only try to make you pay via court action - they won't.0
