Pcn appeal

Hi just wondering if someone can give me some advice please?
I work in a large shopping centre that have brought in staff car parking rules ( no staff allowed to park in customer parking, even though there are literally thousands of parking spaces ), however there is one staff car park that is safe the others are just overspill waste ground full of pot holes and puddles which has lead to numerous cars being damaged. However I received a PCN on my wind screen for a fine of £90 which I went online and appealed as I am not the registered keeper of the car my partner is, and he has never worked in the shopping centre, we never told them I was the driver!! However they refused the appeal saying they had evidence that he worked in a store in the shopping centre, they obviously just assume this as they don't have my details. Anyway after they refused the appeal we just ignored them but have now received a letter from DEBT RECOVER PLUS demanding a payment for £160? What advice can anyone give me please? I also forgot to add this shopping centre is free parking. I really have no idea what to do as I am new to all of this so any help is really appreciated :)
