Car dealer took deposit for a car he doesn't have anymore

Tell him you've seen him sell the car in another auction and seen it's been relisted 6 times so you're going to the police as you now believe you've been a victim of fraud.
Keep it short but sharp in the hope he will give in. If not, moneyclaim.gov. Send a letter before action first

You say it has been multipli-resold? Threats of Police and LBAs are really going to have him quaking.
Get yourself over to him and point out you are leaving with a car or your cash or add yourself to, the apparently, long list of victims.0 -
Don't use EBay anymore because EBay don't give a sh*t when this sort of thing happens. Can you not contact previous "winners" of the auction through EBay messaging and ask them what their experience was. Would give you info for the police.0

could you not claim the money back through your bank? I know it's a long but it's classed as fraud so the bank might look into this also. I would go to the police though0

He paid by bank transfer, so there is no comeback from the bank-that would have required the use of a debit or credit card to do a chargeback.No free lunch, and no free laptop0
