Is my friend entitled to working tax credits?

Hi im enquiring on behalf of a friend who doesnt have a computer.
He has started working 16 hours a week(last year he was claiming JSA)
They have a 1 year old and his partner claims child tax credit and i think housing/council tax benefit(his partner doesnt work)
Since he only claimed JSA last year would he be entitled to working tax credits?

for a couple they need to be working 24 hour a week minimum (with one person doing at least 16) for WTC
unless he has a disibility0 -
Thanks for the reply, if he could negotiate and his hours were to be upped to 24hours but his partner still didnt work to take care of the 1 year old would that entitle him?0

Also, can anybody clarify if my friend working 24hours a week would affect them as a couple getting housing/council benefit?0
