Contact details for Scottish Power complaints team?

Does anyone know any way of contacting the Scottish Power complaints department?
I raised a complaint on 9th April and according to their complaints handling process someone should have contacted me within 2 weeks and provided me with an update and their contact details. I've heard absolutely nothing from them. When I tried to get an update via email I just got nonsense answers (from someone who obviously hadn't read/understood what the actual problem is) and today I called to find out what the status is, all the customer services woman could tell me is that they are still looking into it, she can't put me through to speak to the customer care team, but she's sure they'll contact me in the next two weeks (she seemed more interested in reminding me that I've not paid the latest bill yet.....I know I haven't - I'll pay your bill when you resolve my complaint!)
The annoying thing is, the actual problem should be something really easy for them to fix....its just an admin issue (they have us listed as "de-energised" on the Ecoes database) but it is preventing us from switching away from them because from the other companies point of view we don't have a supply :mad:
