Advice on moving out

Hello,
I have just been accepted to move into a new flat!
all through estate agent and everything is on track that side.
Problem I am having is the flat I currently live in.
When I moved into this private rent, I was getting out of a refuge with my daughter. I have never lived in housing other than military so I had no clue what I was doing.
Long story short I have a piece of paper stating £800 a month with 4 weeks notice to move. That is it. I know it was wrong
Now my issue is that since this paper was signed, my landlord has moved, my rent has gone up and I have had no end off issues with flat which have not been sorted by him. Is this still valid?
I have had people saying its not worth the paper its written on, I can just walk out and drop keys at address I have for him.
Popel even suggesting I don't pay this months rent! (I get HB so I will be paying that to him atleast before anyone goes off)
I can move into my new flat Saturday, they really want someone in NOW. I just don't want to say to my landlord the wrong thing. that's if I can contact him

If you have a legal tenancy agreement, your landlord is entitled to the notice you contracted to-in this case 4 weeks. What has his change of address got to do with it?
Presumably if he wanted to evict you without notice, rather than 4 weeks notice, you would object?
Is your deposit lodged with the DPS?
Any issues you have with the flat are not relevant to the notice period required.No free lunch, and no free laptop
