Apcoa Luton Airport NTK

Hi to all.
The company i work for (taxi firm) have received an NTK from APCOA for an alleged contravention on 28/3/15. Issue of notice is 14/4/15 so i believe i have valid reason for appeal as they are over their 14 day POFA period?
The letter is the first correspondence. No tickets were placed on the vehicle and the letter comes with 3 black and white pictures.
Any help appreciated.
The last time i had PCN's like these were from MET at Gatwick and was advised to ignore. Which i did. Had about 6 letters for each of the two alleged contraventions and have heard nothing for 4 years now!!

No that will not work as an appeal ground, at least not on its own. APCOA does not claim keeper liability at Luton Airport (there is no keeper liability because of the airport byelaws) so there is no need for them to keep to the POFA timescales.
On the other hand, they can't hold the keeper liable so, as long as they don't know who was driving, they're stuffed. However, this means that the company will need to appeal, your name mustn't enter into it.
Read the Newbies thread to learn how to appeal. At the moment we don't know if the erstwhile "magic bullet" of GPEOL still works, so I'd go belt-and-braces on the "No Keeper Liability" i.e. there is no keeper liability (i) because of the airport byelaws and (ii) because the NtK was not issued within the POFA timescales.
Or you could just tell your employers to ignore them. After all, it's only APCOA and there's no keeper liability anyway.Je suis Charlie.0 -

They've always gone away before! Not one known case ever of APCOA taking legal action over one of these airport stopping jobbies.
But if you want to be sure, appealing can kill it stone dead, but like I said the last thing you want to do is to reveal who was driving.Je suis Charlie.0 -
why not rub salt into there wounds , contact your local taxi drivers association and get all drivers to boycott the airport , untill Apcoa are removed0
