UKPC Parking Fine. 6 minutes after i arrived

I parked in the UKPC controlled car park in Reading, Berks. I arrived at 9:44, left to find the nearest public toilet as I've never been to any of the shops there before and didn't know if any of them had a toilet.


When I returned I found they had issued me a ticket 6 minutes after I had left. Saying I've breached there rules by leaving site.


I've complained to Aldi, the shop I was visiting but unfortunately didn't buy anything. And they've said "They are an independent parking company who operate on the Vastern Court Retail Park"


what do I do next? the fact they've issued a ticket 6 minutes after I've arrived is ridiculous

    You need to read the Sticky thread for NEWBIES at the top of the page and then appeal.


    It is not a fine, it is a speculative invoice.


    Did you get a windscreen ticket or a notice to the owner/keeper through the post?


    If the former, wait for the latter before you appeal.


    Do not pay, do not ignore, do nor reveal who was driving. Never 'phone a parking company.

    Why did you not use the toilets in The Range, TGIF or Mothercare?

    However, all is not lost as UKPC are easy to beat and do not go to court. Also, they must have had a muppet following you and he/she failed in their duty to mitigate your losses by warning you that leaving the site was a breach of contract.

    However, they would struggle to claim commercial justification, especially if you claimed that you returned at 9.52, so read the stickies, appeal to PoPLA and win.
    You never know how far you can go until you go too far.
  • I only received a windscreen ticket, and I didn't know they had toilets in there until I went in to the stores. Never been there before, and TGI Fridays wasn't open to use their toilets.


    I didn't see anyone walking around either when I arrived. so they must have been hiding away, waiting to catch people.


    I'll wait until they send the notice to the keeper letter through, then appeal.

  • So Saturday morning, the 'notice to keeper' has arrived. Over a month after the incident. I am about to send them the appeal letter today. Is it worth mentioning anywhere about the fact it was issued 6 minutes after I arrived? or should I just leave that out for now?

    just sent the template letter, keep any other facts for any subsequent appeal or court case
  • I received a reply yesterday. A 3 page reply at that. Telling me that in order to make a final decision regarding my appeal, I have to provide evidence of using the shops on the site. Only down side to that is I didn't buy anything.

    They also sited the case of Parking Eye v Beavis & Wardley as a representation o f the current law. As well as referencing a case in 1996 Arthur v Anker in which Arthur had to pay up.

    They have lowered back down to £60 though


    Is this letter a scare tactic? What should I do next?
  • I'm reading the thread, and getting confused. I've looked at my letter and cannot find any POPLA codes? Am I missing something?

    They will say they are waiting for this hoping your time will run out:

    I didn't buy anything. so there is no proof that I went in to the shops.

    What do I do? Do I sit back and wait for them to send their decision?

    Write back saying you have submitted your appeal and they must either cancel the charge or reject your appeal and provide you with a POPLA code.

    Also report them to the BPA - AOS members have already been warned about delaying tactics
