Another way to target PPC parasites?

Long time lurker here but first post. Just pondering the latest position regarding Beavis and while I wish him well I wonder if there is another legal action can be taken against the PPC scumbags that make a living off the backs of hard working motorists.

Is not the whole nub of this the supply by the DVLA to these unsavoury characters in the first place? While the PPCs are entitled to RK info if they can show reasonable cause, they do not in fact make any examination of this but operate an automatic process in which all details are provided without exception.

I'm thinking of the possibility of a legal challenge by way of JR on the basis that the DVLA is acting unlawfully in providing this data without making a decision in each case. If successful this would have the potential to stop the PPCs in their tracks or at least make it so difficult and expensive for them to operate that they might think twice. Now I know this would take money, probably £50k or more, but considering that Barry Beavis raised £7k in a day it could be dooable. If the case is lost it does not have the effect that occurred in Beavis that the PPC begging letters are legitimised.

In essence are we tacking the symptom (PPCs) rather than the cause (the disgraceful actions of the DVLA in selling our private data to any chancer who is prepared to pay for it)?

Feel free to tell me if I am completely barking mad or otherwise.

    Realise it would not be easy. But nothing worth doing ever is.

    The last time I looked at an administrative law textbook, although a few years ago, it was unlawful for s public body to fetter a discretion. If this is not what the DVLA is doing in providing data automatically and without question, I'd like to know what it is.

    Just think there must be another way to pull the plug on this industry. Without easy access to RK data the PPCs have nothing.

    Part of the problem is that the DVLA's position as an information monger is mandated in law (there's a post on here somewhere with a reply to a drivers query that quotes the act). Whilst that doesn't mean the position isn't being abused, it does make pointing the finger a little harder and the Data Protection Act slower off the block.
