On the contrary, it has everything to do with state pension age ! A woman born on 5th July 1952 would have reached state pension age during September 2014, which was the qualifying period for WFA for the 2014-15 winter. The Winter Fuel Allowance doesn't discriminate of the grounds of sex, so both men and women who are over the state Pension age for women on the qualifying date get the allowance.
I don't think they've announced the qualifying date for next year - (possibly they're holding off to see if anything changes following the general election ? ) but if it follows the existing rules I'd expect people born on or before 5th January 1953 to qualify, as this is the latest date a woman could be born and qualify for a state pension in September 20150 -

From the Gov website:
"You could get between £100 and £300 tax-free to help pay your heating bills if you were born on or before 5 July 1952. This is known as a ‘Winter Fuel Payment’."
