Letter from debt collector

Hi I received a letter from a debt collection agency in regard to an unpaid tax bill from years ago.
Now I don't dispute this but have been long term unemployed and when I get the reminders every year from the inland revenue I call them up and offer to repay a little per week but they refuse.
So what is the likely outcome when I call the collection agency tomorrow ?

Why does it take these A-holes YEARS to make a claim?
I had one for 80p once. And then TWO £100 fines for not paying it (after GIVING UP trying to pay the damn thing on-line). This was 5 YEARS after telling aforementioned A-holes that I was PAYE.
After getting past 3 arrogant A-holes on the phone who stated 'I had to pay it', finally I get to a non-A-hole who wrote it off for me. Farcical bunch of idiots from tip to top.

Sadly the Government has decided to use private debt firms to collect tax debts instead of letting HMRC do it - the debt collectors are paid by results.
You will need to enter into a more formal payment arrangement I think.0 -

That is odd because until very recently, the penalty (in personal tax cases) could not exceed the amount of the debt - so I do not see how you could receive a £200 penalty for owing 80p.0 -
Thanks called them up and explained long term unemployed and they have took my finances and as nothing left at the end of the month have given Me 30 days grace while they pass it on to hmrc, also told me it was for years 2002-2004 so at the least 11-13 years old0

This really annoys me. I was self employed last year due to being made redundant and I went and done some contract work. During that time I found permanent work and have been there for a year now and they messed up my tax, they still had me down as being self employed and my current job as a second job. Been months since I contacted them and still awaiting a rebate for overpayment on my tax.0
