Merchant won't honour a guarantee - what can I do?

I sent off my car's instrument cluster to get fixed with these guys:

The transaction was through ebay, paid with paypal. They have great feedback on ebay and they promise a refund if they can't fix it. Well this is what happened - and I sent the cluster to them twice. I took videos of the cluster not working in 2 different cars i.e. to show it is the cluster, not the car, and they agreed I was due a refund.
However, I have not been refunded, and this has been going on a couple of months. I have emailed and called several times. As the transaction was a few months ago, they cannot refund the original purchase through ebay, and they say they will look into how to refund me, but nothing ever happens. Should be easy to send money through paypal, cheque, of bank transfer...
Any suggestions on what I can do? It's "only" £109 I'm chasing... is it worth it? Thanks for any suggestions.

I'm thinking that you obviously have.
So the issue is getting them to refund the £109 you paid through Paypal !

I wonder what action my 6yr old grandaughter would try first ?0 -
Would she go on to paypal, and see that the transaction is too old to allow any request of refund through there?
Would she go on to ebay and fine the transaction is "invalid" and cannot be refunded / complained about / AtoZ guarantee, etc, because it is too old?
Would she investigate whether the financial ombudsman has remit over the issue and conclude no (as it is not an extended warranty backed by an insurer)?
What else would she do?
I am not sure if this post is intentionally patronising, but I would not have asked on this forum if the answer was obvious to me. I would be delighted if your granddaughter could advise.0 -

To me £109 is worth chasing if they have not fixed the item and they go as far as to promise a refund, it's a matter of principle.

Well yes, you'd think so, but the OP has already mentioned those in the first post.
This is straightforward OP, send them a letter before action demanding the return of your money within 7 days, and if that doesn't work, issue a small claim.
