disabled parking bay outside house?

Can anyone enlighten me with the rules regarding a disabled parking bay out side of your house. My neighbours husband qualifies for the blue badge and bay but he is 100% housebound. Has not left home for over 8 months now. Around 6 months ago they had the council paint a disabled bay outside their house.
His wife, who comes and goes on and off all day, alone, uses the disabled bay as her own. As it is the only car in the household (registered to the wife) is she allowed to use this even though she never has the blue badge holder in the car?
The truth doesn't care if you believe or not...

    - and so is every other blue badge user in the UK
    - anyone you know with a blue badge can occupy that space indefinitely

    Did you ask them if the car was reg'd in her name? If so, then you could have asked them why she parks there?
  • A TRO is decided by :

    - vehicle must be registered at the address where the BB holder lives
    - LA's [localism bill] are permitted to have different qualifying criteria
    - anyone [including the householder] parking in the bay must display a Blue Badge
    - the bay once installed for the householder, never owns the bay or exclusive rights to the bay
    - the blue badge holder must be registered at the address, the car does not not need to be registered to the blue badge holder
    - the blue badge holder could be a 3 year old child, a 3 year old child is not going to have a car registered in their name
