Do Paypal payments count as valid Direct Debit payments?

I just registered for Barclays blue rewards and one of the conditions of the reward is that two direct debits are paid out of the account every month. I only have one monthly direct debit for my broadband right now but my paypal account is attached to my account as a direct debit.

So if I buy something off Ebay during the month will that paypal payment be accepted as an outgoing direct debit for that month?

Yes it will, but there are easier ways (and without spending money!) such as Tesco Savings accounts pulling, say, £1 a month automatically.

Paypal direct debit is accepted as long as money is taken out.
I have sent 1p payment to my other email address and after a month of not registering for paypal account on that email address 1p was returned to my orignal paypal account

You don't have to buy anything. Want's you have linked the account, you simply log on to paypal and manually pull £1 each month.

Can paypal only be one of you DDs per month even if you have multiple DDs come out?

The requirement for these accounts is that you have two separate DD mandates. In your example, you'd be using the same mandate more than once.
