    No you can't.

    A peak return from Basildon to Fenchurch Street is £13.70.
    And off peak it's £12.80 return.

    If you travel at peak times (Mondays-Fridays between 0630-0930 and 1600-1900) both ways then yes you will need £10.20

    The Basildon to London Super Off Peak Day Return, which is the £9.90 fare to which you refer, is only valid on Saturdays, Sundays and Bank Holidays.

    I fail to see why you are comparing that fare with the peak time fare from Romford? Surely the appropriate comparison would be with the £3.10 single fares?

    As wealdroam says above, it's £13.70 from Basildon if you travel before 0930 - and this will only get you to London Fenchurch Street (or Liverpool Street, as appropriate) and no further! If you wanted to go to, say, Tottenham Court Road, a through ticket from Basildon for travel before 0930 would cost a whopping £22.20 (in practice, you would "split" to bring down the cost).

    By all means make a comparison, but comparing apples with pears is pointless.
