Wrong screen size

I had this problem once before and you kind people told me what to do but I can't remember what you said to resolve it. The white screen on Google Chrome won't cover the whole of the background. There is 1" of blue at the top and 1.5" of blue on the left hand side so I can't see the top right icons (minimize/maximize/X) and can't get down to the bottom to get attachments. Please can you tell me again what to do. Thank you.
