Loose telephone wire

I don't use bt, we're on cable. However at some point in the past, the previous occupants of our house used BT and there is a cable that is attached to the fascia of the property coming from the local pole.
I've no problem with that, but the cable from the fascia down to the master socket has worked its way loose over the years and is precariously dangling over our porch, swinging in the wind and whacking against the wall.
Now I could tack it to the wall, but that would take a lot of effort and it's not in the easiest location. It'd actually be better if we could just sever the cable between the fascia and master socket and remove it completely because it is unlikely to ever be used.
Am I ok to do this? I'd suspect not. Would openreach remove the dodgy bit of cable for free or even remove the cable to the telegraph pole?

It's OR's property up to the master socket, and so not yours to remove. If perceived as a hazard they should come out and tidy it up, but the problem will be how you contact them to get it done, since OR are not 'customer facing'.
Maybe flag down a passing OR van in your area and ask advice?No free lunch, and no free laptop
