Yes, if they do not receive a reading within a reasonable time frame (usually until the first bill date) they will be provided with a deemed reading by the industry (a series of independent companies). This will be based off a history of usage in the property.
If this reading is wrong then you will need to dispute it and provide supporting readings as evidence.0
