PE parking charge

My partner took my car to a hotel for a meeting, and he didn't realised he had to pay for the parking. He probably missed the sign. Now as the registered keeper I have been sent a Penalty Charge Notice of £100 (£60 if pay within 14 days) from Private Eye. We phoned the hotel and the staff said there is signage at the entrance point.
As my partner did not pay for any ticket, and he was the driver not me, what would be the best course of action? I have a few options but not sure what would give the best outcome??
option 1: completely ignore (worked for me many years ago)
option 2: Write to them to say I was not the driver but refuse to give them driver details, ignore all subsequent correspondences.
option 3: appeal to PE then take to POPLA
option 4: appeal to PE and try to negotiate to pay a fair amount ie £15.
Any advice would be much appreciated!!

Option 3 is the right and only answer please do not ignore very old advice now.

And to help give you the right mindset, this was a Parking charge notice (invoice) and NOT a Penalty charge notice (fine).

not from Private Eye either, that is a satirical magazine with Ian Hislop as the editor

plus as mentioned above, it will say Parking Charge Notice on the paperwork, just a fancy name for an invoice that is deliberately worded and dressed up to look like an official penalty charge notice from the council
if the OP is in england or wales then the correct procedure is option 3) because of POFA 2012 and PE often take ignorers to court0 -
Hi, Iam also looking for advice on a similar matter. Although Iam further on in the procedure with parking eye. We parked in a car park unknown to us that it was a parking eye, looked around for pay and display and found nothing it was around 8pm at night in January so it was pitch black seen no signs and nothing in anyone else's dashboards therefore we thought it was free and we were safe to leave and go to the cinema. A week later we received a letter for £60 invoice from parking eye if paid within 28days, through research I took the advice to ignore the letter and now Iam at I presume what is a debt collectors letter for £175, the letter is asking for very in depth information such as my Savings how many accounts I have what I pay in rent council tax etc? So what started from £60 if paid straight away then forever increasing and now at £175.
My question is what do I do? I have spoke to citizens advice and she said because I have ignored it Iam to pay ASAP.

I read the Newbies thread which suggests I could make a complain to the hotel management. Is there a template I could use as such? Or shall I just rant as a angry customer? I mean, it was my partner's mistake in the first place for not seeing the signage.0

No templates for complaint letters. The key thing is to keep it factual and unemotional - having a rant won't help.

I wrote a complaint email to the customer service, and 3 days later they replied to say they will ask PE to cancel the ticket!!

You need written confirmation from PE before you can be sure this has been permanently kicked into the long grass!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
