PCN ignore or pay

Received a PCN from Secure. Friend told me to ignore it completely. Advice appreciated on what to do.
Signs were up stating free parking when I parked there on a Saturday. Signs no longer up. Friend said they remember them on the Thursday but didn't park there at the weekend. Other car park in my town is currently FOC parking as well.
Want £30 for the loss of a pound
Letter posted on a Tuesday and received on the Friday, does this mean it isn't served as it was not received on the second working day after posting?
To be clear this is a Parking Charge Notice

Get yourself into the Parking Tickets subforum here, read the Newbies Sticky carefully for the correct and up to date advice on how to get shot of them.
