Are "offline" passbook accounts safer?

The old style passbooks, which are not by default available in online banking, are these safer than online savers?
Im not sure if they can be accessed online, but I know mine is not and they have never offered to make it available online.
I thought these books were being withdrawn, but almost everyone in the line at my local bank had one and was using it, admittidly they were older.
