AMEX Cashback - paying into neteller, firepay count ?

OK. So if you've got an Amex Platinum you can get, possibly, 2% cashback.
I was wondering - do transfers to an online account such as neteller, firepay etc count for cashback?
In theory, could you transfer £5000 to one of these accounts and get the cashback for it? (and then stick it back in your bank account).
Paypal is no good because of the large fees they charge (more than 2% you'd gain).

I thought Neteller charge a fee to get money in/take money out?0
