Acer laptop battery issue. Battery is fine.

The battery in my old Acer laptop was useless when i bought it so never relied on the battery ever.
I now need to use it on battery alone so bought a new one. Inserted the new battery and it shows as 43%. I thought that was odd. I doubt they would supply a batter with only 43% charge. Usually 70-80%. Optimum storage voltage for lithium batteries.
I left it to charge and power it up after about 20 minutes it said the battery was 6% and to plug it in or shutdown.
First thoughts were a duff battery. So i started it in safe mode which is the way to calibrate the battery on these.
I lost track of the exact time but it was well over 3 hours in safe mode.
In windows its back to 20 odd minutes.
Running windows 7.

Where did you get the new one ?
They are a lot of fakes about with Ni-cads in.I do Contracts, all day every day.0 -
Too light and lasts too long for nicads.
I downloaded Battery Bar andit showed a new problem.
Power the laptop up first and then plug the power cord in. Shows charging at 9 - 13 watt/hours. But as soon as it reached the next % the charge shows zero.
It will then sit at that % for ages and ages, seeminly no extra charge going in. Spent half the day unplugging the mains and then plugging it back in, eventually got it to 90%.
I deleted the battery ACPI stuff from device manager to see if that was the problem. When it started up it started at 6% where it was 90% previously. The charge rate showed zero, but the battery % increased. Eventually hitting 100%.

Still failing way short when running windows.
If i use it in safe mode even with network support and browsing the internet it lasts over 3 hours.
When in Windows itself then it doesn't last more than half an hour.
Anyone come across this before. It seems the battery is fine, But its something to do with windows detecting the voltage/charge.
Its a dual boot laptop with XP and windows 7 and it happens with both of them.
