Knitting Pattern Question

Hello,
Really hoping somebody can help me. I've only been knitting for two weeks & I've got to a row in the pattern which has baffled me.
Cast on 17 sts, knit to end (47 sts).
No problem with the cast on 17 sts part. Adding 17 to the existing stitches takes me to the 47. Am I then supposed to flip it and knit on the next row for all 47 stitches?
Usually when I've had a 'knit to end' instruction there have been stitches left to work if that makes sense.
