Vinyl Flooring - underlay ?

We need to get some replacement vinyl for our conservatory floor and have had a few quotes.
One of them - the chap who came - told us that we needed vinyl underlay - the floor is uneven chipboard panels with a definite lip at one edge...
Has anyone ever heard of putting vinyl underlay under Vinyl flooring ?

we have self levelling screed under our new vinyl tile stuff0

Plywood over the current floorboards to make an even smooth surface? That's normally done in bathrooms although tbh I've no experience of vinyl floors in other rooms0

You need a smooth lip free surface. Either plywood or screed

When you say vinyl underlay, do you mean underlay made of vinyl or using an underlay for the vinyl floor?
You want a smooth surface to lay onto, so depending on the condition of the sub floor you might want to overboard with something to level out the surface. I've put down vinyl tiles over floor boards and used 4mm plywood as an underlay to smooth out any pits/edges/bumps etc.0 -
