Fixed Penalty Charge

I recently posted about receiving a penalty charge notice from UK Parking Patrol for pulling over on double yellow lines at Newcastle airport. I appealed using the template provided however UKPP replied stating that it was not applicable as we had been issued with a Fixed Penalty Charge. However on further research by myself I found that private parking companies weren't allowed to issue this charge, and wrote to the company saying so to which they replied 'please refer to the original letter' which referred to the fine as a penalty charge notice. I replied to please refer to the previous email which indicates a fixed penalty charge had been issued and heard nothing back until today when a letter from a debt collection agency arrived.
Am I wrong? Can these companies issue fixed penalty charges?
Any help in this matter would be greatly appreciated!

If it was a genuine "Fixed penalty notice" issued under byelaws, the debt collector would be the local magistrate, not a collection agency.0
