Speedy mobility scooter

I have just seen a mobility scooter - shooting past the front of our house (on the road) - it was doing at least 20mph - I am assuming that it was a class 3 that had been souped up ...
I didn't think that this was allowed ?
Or is there a class that I was not aware of ?

Are you sure that it wasn't an ATV - they look the same as they whizz past.0 -

No - it was definitely an disability scooter - with a basket on the front - and it was on the road rather than pavement
I can't be sure - but I think that it had a number plate as well !!0 -
It could in principle simply be registered as a quadricycle, not a disability scooter.
Either by the manufacturer - I can't find any - or by the owner after suitable modifications.
This would allow it to go 450km/h.Light quadricycles (L6e) are defined by Framework Directive 2002/24/EC as: "motor vehicles with four wheels whose unladen mass is not more than 350 kg, not including the mass of the batteries in case of electric vehicles, whose maximum design speed is not more than 45 km/h, and:- whose engine cylinder capacity does not exceed 50 cm3 for spark (positive) ignition engines, or
- whose maximum net power output does not exceed 4 kW in the case of other (e.g. diesel fuelled) internal combustion engines, or
- whose maximum continuous rated power does not exceed 4 kW in the case of an electric motor.
