Where to find a webdesigner/builder?

I am good with basic web, did some coding and so on but I want to start on a project which requires much more than my knowledge, which will require accurate results from searching etc.
There was a forum where you could put your design request and people would do a quick mock up and state their price and you could choose who to go with. Does anyone know what this website is? It's been years and I can't remember it.

I've used sites like those. Once it went well, the 2nd time very badly. What I did discover is that the 'freelances' are supremely able to manipulate the feedback system to prevent bad feedback. And the freelance websites connive with this. Basically, if a project is not finished and paid for you are unable to log feedback. And the 'freelancer' knew it perfectly and was able to string me along until I gave up and he kept part of the initial payment.
In the case of that 2nd project I ended up researching ready made but well priced packages that I could customize myself and got a satisfactory result that way instead.0 -
