    Have you not had any reply from the centre management? If not, give them a ring and chase it.

    Yes I did get a reply from the Centre basically saying, sorry but nothing to do with us :(

    Popla letter here now, and surprised to see that they are unable to drop the charge they can see that I have brought a council and as a measure of good will they are able to offer a discounted rate of £10 if paid within 14 days.

    Guess that will save any more hassle as I can't be doing with all this BS.

    Hopefully that will end the matter.

    They know they'll lose at POPLA. I'd be tempted to write back and say ...

    "Thanks for your £10 offer, but no thanks. My counter-offer is ... cancel the PCN and I'll save you the £27+VAT charge for POPLA by not appealing to POPLA. This offer is valid for 7 days".
