Letting agent hasn't released my deposit and emailed me this. Is it legal?

"I will release the deposit once I have received an email from both of you agreeing the amount to be returned and also an email from [ex housemate] saying that he is happy to take the property from [me] and with that take on all responsibility of any damaged that may have caused." You need to understand that in a joint tenancy you are not treated as individuals but as a group.
There is one contract for the group.
There is one deposit for the group.
Any individual in the group can give notice on behalf of the group *but* the contract can only end when the premises is vacated by the whole group.
The lead tenant acts on behalf of the group as far as the deposit is concerned and the whole group deposit (less damages) is returned to the lead tenant.
