Clearly the initial mistake was with the people that let out the flat - i.e. whoever you contracted with - and you should warn them that you will hold them responsible should this get to court and you will be issuing proceedings against them if you lose any court case, so they should make d**ned sure they get the ticket cancelled.

As far as the actual PCN goes, you get your friend to re-name you as driver (unless he wants to take this on himself) when he gets the NtK.

When, eventually, who is in the frame is decided, then you fight this as per the NEWBIES sticky thread at top of this forum.

Were there appropriate signs in the car park that complied with the BPA code of practice? (Can't remember if this PPC is BPA or IPC)

BPA/POPLA cases are easier to win using GPEOL/legitimate contract etc as shown in the NEWBIES thread and POPLA Decisions sticky as well. IPC cases are far more biased towards the PPC.
