ETFs UCITS question

Hello,
I'm researching to build a pension-oriented portfolio. I'm a UK citizen but live in Italy.
I'm trying to establish whether I can access Vanguard's products here in Italy, but when I search on forums and on "Borsa Italiana", which is the Italian stock exchange (owned by the London stock exchange), I get no results. When I look on personal finance forums here it seems that Vanguard is not available in Italy. But my understanding is that Vanguard's products are UCITS-compliant.
Now, if UCITS is championed as a "product passport" for financial products within the EEA, perhaps that means companies like Vanguard CAN offer their products in other EEA contries, but DON'T HAVE TO...?
If this explains why I'm not getting anywhere with accessing their products here, any suggestions on how I can access Vanguard products in Italy?

Yes, they have a choice on which exchanges they list their ETFs. If they don't list on your local exchange, your only option would be to find a broker that allows you to trade on an exchange where they are listed.

You might have more luck with the iShares ETFs. For example, their Core S&P 500 ETF (TER 0.07%) is listed on the Italian exchange with ticker CSSPX.
