Can't pay congestion charge with pre paid debit card

Hi all,
I hope I'm in the right forum for this but I've had quite a few problems with a prepaid debit card I had to get after becoming bankrupt a few years ago.
It's with CardOneBanking but I've since found it's the same with the Co-Op Cash Minder Card.
Basically I can't pay for Congestion Charge, or some types of parking with this card. It's a major problem for me. Does anyone know of a prepaid card where I can do this?
Apparently it's the same with paying for your fuel on the forecourt rather than at the desk.
It's to do with the fact the debit is not taken off immediately. These cards are designed so you can't go overdrawn, so if I had £100 in the bank, spent £90 in Tesco then tried to spend £20 next door it wouldn't let me because the money comes out immediately. With the above transactions it doesn't, so I could become overdrawn, therefore it's not allowed.
That said I've been assured you can pay for Congestion Card etc with prepaid debit cards but which ones? does anyone know and have they come across this before??

I can't imagine any prepaid card that isn't authorisation only.
Who "assured" you of this and were they assuming "if it has a Visa or MasterCard symbol on it, it's fine"?0
