fobbed off by sse and confused

Hi I'm new to posting in forums so I apologise now if this has already been asked.
I need a bit of advice regarding payg gas meters.
I got trapped by sse a year and a half ago when they reduced my monthly payments without permission and wouldn't put them back up when I asked, resulting in massive bill I couldn't pay off and had to get a payg meter installed. Also meaning I can't leave until debt paid off (evil plan on their part, I wonder how many more customers they've captured in their debt trap).
Anyway I've been going over my only statement received in November and thought my debt should have been paid off as I was owe them £82.92 in November, repaying £6 a week but apparently I'm still due them £47, how can this be?
Feeling aggrieved I looked more closely at the bill. The tarrif cost on the meter is 1.5p more than stated on the bill. When I asked why this was, I was told this was the tarrif plus VAT. That means I'm paying about 35% VAT although it states 5% VAT on the statement. Is there anyone that can let me know if I have missed something or do i have a genuine reason to persue this, as they just keep repeating the same thing over and over refusing to address my question. Sorry for rambling and thank you in advance☺
