Complaint to DVLA and BPA

    From the DVLA, they admit that they had previous complaints from this place. Had a reply from the BPA to say they are investigating.
    Dear Sir/Madam,

    Thank you for your email concerning your complaint that New Generation Parking Ltd do not have landowner agreement to manage the private land at Talbot Green Shopping Centre, Ely Valley Road, Talbot Green.

    The DVLA has obtained a copy of the landowner agreement for the site from New Generation Parking Ltd as a result of previous complaints received and has confirmed that there is sufficient permissions in place for New Generation Parking to operate at the site. You have quoted a statement from a POPLA adjudication where it appears, from the statement, that New Generation Parking failed to provide the evidence to the Independent appeal. Unfortunately, the DVLA is not in a position to comment on independent appeals, however, the DVLA has been satisfied that there is landowner agreement in place and no further action will be taken.

    You should be aware that the DVLA cannot regulate the practices of private car parking companies. The Agency accredits trade associations to ensure that those who request information are legitimate companies that operate within an enforceable Code of Practice. Accredited Trade Associations (ATAs) have responsibility for ensuring compliance with their code of practice so when we receive an enquiry or complaint relating to the practices of a private parking company, we pass it to the relevant ATA to investigate and inform us of the outcome.

    I note that, whilst you have requested the DVLA not pass your complaint to the British Parking Association (BPA), you have copied Mr Steve Clark of the BPA into your email to the Customer Complaints Resolution Team, to which he has already provided a response advising the complaint will be investigated, also copying in the DVLA.

    I trust my response has clarified the Agency’s position on this matter. I have attached a leaflet, which describes the complaint process should you feel that your complaint has not been dealt with appropriately.
