parking notice from 2012 new debt recovery letters 2015

Hi, back in feb 2012 my husband received parking charge notices from excel parking for his car bring in a car park for over two hours.
My husband was not the person driving the car so at the time we responded to the letter to notify them that my husband was not the person driving.
After a bit of correspondence that wasn't getting us anywhere we took to ignoring the letters as per advice on this forum and others. The action increased threatening to take my husband to court. The alleged costs ramped up but we held firm and eventually the letters stopped.

Today 9th April 2015 my husband has received a letter from Zenith Collections starting to chase the alleged debt all over again. They say the fine is £160 and offer to accept £80 if paid within 14 days.
My husband was not the person driving, we do not have any of the old notice letters or subseqent correspondence, my husband no longer owns the car in question.
I know the law has changed since the initial parking notice but where do we stand now.
Also from another forum I've read today the advise to carry on ignoring the letters may result in Zenith Collection getting a county court judgement in my husbands absence as unable to trace so have recommended a debt denial letter.
Any help or advice greatly appreciated.

    Zenith are powerless idiots and cannot take anyone to court ignore them they lie.

    Debt collectors can always be safely ignored. All they can do is send you free poor quailty bog paper or firelighters, nothing else. Never ever contact a debt collector.

    Note for future reference that the law changed later in 2012 so if you get a PCN from a parking company now, you musn't ignore it. Since yours was before the law changed, you can safely continue to ignore anything and everything except real court papers.

    IGNORE these debt collector letters , zenith cannot take this to court as its not a "real debt"

    PPCs say its carpark management, BPA say its raising standards..... we all know its just about raking in the revenue. :eek:
