instead of being a family member, can I be a close friend?0

It doesn't matter what your status is: blood relative or complete stranger off the street. What does matter is that you are only staying there temporarily as the landlord's guest and therefore not paying him any rent.
Lots of people do this and some people get caught. The only one to suffer financially will be your landlord. You'll just have to find somewhere else to live, of course, if he does.0 -
thank you for the clarification
to be honest, the impression I got from all those landlords I lived with the last couple of years, maybe none of them actually declared me I think0 -
I have lived under, I suspect, very similar circumstances in a few places. I always put myself on the electoral register on supposed credit scoring grounds, then leave it to the landlord what he does with my money. They aren't necessarily happy but have yet to come up with a good argument as to why I should lose my vote and pay more for credit in future.
If you know they are committing fraud then you should report it. If you suspect it then either you should confront them and say you will have nothing to do with it should they admit anything, or not ask.0 -
I am not british national so I can't register in the electoral register0
