Council tax rebate

How does council tax work out? I have moved in with my partner but im waiting on a operation and my ssp ran out im now getting esa, my oartner works full time and pays his council tax by direct debit, but we now need to get me registered and im not sure what to do, do i contact council or does he, i havent had a perm address for over a year and a half, but my partner bought a house and ive moved in, and my mail was going to his address. This has been a helpful site today as i had another question on a different topic. Any help would be appreciated,

  • What do you do then if you didnt have a perm address for a year and a half prior to this? I had to leave my home due to domestic abuse issue, and council wouldnt move me so i gave up my home so he couldnt trace me, but have used my bf address for mail although he only moved into his property last july because it was uninhabitable till he fixed it up, but we had not been togther long enough to live together, and i needed a mailing address from hospital apps, and my esa when my ssp ran out. But i did recieved a ct summons at this address for 2013 2014 for old address when i wasnt accually living there. Its all a bit confusing but i also dont want to be found as i went through a terrible time and even had to leave my grown up family behind. So if my bf is responsible for telling council how do we go about it.
