How will you feel about their large dogs jumping up your new fence?

Digging under it is entirely their responsibilty - some paving slabs along their side of the fence line will take care of that.

This very much came into my decision that it would pay off to wait and opt for something solid and heavy duty. rather than a cheap flimsy thing. But equally its in the back of my mind that I will not feel good when a quality, expensive fence is being damaged and scratched at, regardless of if its not visible to me.

I have a 45kg dog who jumps up the fence and chases cats, and she has not succeeded in damaging my heavy duty fence. Panels would have been long gone, so you're right to want good stuff. HOWEVER, it's the responsibility of the dog owner to ensure the fencing is safe. And heavy duty fencing is not cheap. All in all, mine cost me in excess of £3,000 ... Why should you need to pay this? And if you, it needs to be clear that this is YOUR fence, they cannot damage or touch it from their side as this has nothing to do with the shared BOUNDARY.
