Agree with gathering more evidence one way or another. He must be living somewhere VERY locally - as it wouldn't be financially worth his while to spend money on petrol loading up those dogs into a car and then driving very far (if at all).
So - following him to the home of all the dogs concerned/studying post office window small ads etc to see if an advert from him can be spotted/etc.0
