Is there a free online checker to see if I have paid any PPI anywhere (like they had for lost bank accounts)?

No, nothing like that exists.
You can check your credit record for free at Noddle or get the £2 report from Experian/Equifax and these will show all your credit (cards/loans/finance) for the last 6 years but beyond that it's purely your memory or records.Sam Vimes' Boots Theory of Socioeconomic Unfairness:

Claims companies tend to lie about this sort of thing existing, probably where it came from. They will normally just ask you who you think you had something with, then send of the DSAR to every firm for all your details and then send off PPI complaints so it seems like they have some special accessSam Vimes' Boots Theory of Socioeconomic Unfairness:
